Department Overview

The Tax & Compliance Department is a component of the OHSU Finance Division, responsible for complex compliance, regulatory tax withholding, tax reporting and other reporting/filing to federal and states entities and other applicable outside entities. The Tax & Compliance Department functions include research and implementation of federal and multi-state regulations related to tax, wage and hour, unemployment and other tax aspects related to payroll including out-of-state payroll. The Tax & Compliance department also maintains, writes and updates OHSU financial policies and procedures; ensures states and federal regulatory compliance standards are met, ensures proper record retention for tax related documents; establishes guidelines for disaster recovery.

The department's responsibilities also include coordinating external reporting for the institution, functioning as a resource for tax items and tax reporting items, resolving tax issues. The department is also responsible for training and providing support to the departments across the organization. Responsibilities of the department also include testing and implementation of tax related system upgrades and system implementation.

Function/Duties of Position

Institutional Tax Compliance & Reporting

Responsible for the timely and accurate preparation, filing, payment, and administration of federal, state, and local tax obligations for OHSU and its subsidiaries. Performs complex research, analysis, compliance monitoring, and risk assessment activities to support regulatory compliance and provide guidance on the tax implications of organizational activities involving high complexity and risk.

Prepare, reconcile, and file the unrelated business income tax return, including gathering financial and operational information to support filings, ensuring compliance with federal and various state laws and regulations.
Review institutional activities for potential unrelated business income and serve as the liaison with external tax consultants for preparation of the 990-T.
Assist departments in identifying and addressing tax compliance issues associated with new programs, contracts, grants, sponsorships, revenue generating activities, and other institutional initiatives and advise Director on risks and mitigation.
Prepare, reconcile, and file indirect tax returns, including gathering financial and operational information to support filings, ensuring compliance with federal and various state laws and regulations specific to excise, sales, use, franchise, occupational, real property, tangible property, and others as necessary.
Prepare, reconcile, and file business tax returns for OHSU subsidiaries, maintain accurate records, ensuring compliance with partnership and corporate tax laws.
Maintain and update annual IRS Form W-9s for OHSU and subsidiaries.
Prepare, reconcile, and file Form 945 for domestic income tax withholding.
Perform proactive periodic compliance pre-audits, risk assessments and ongoing compliance monitoring to actively review systems, processes, and documentation to identify and address potential issues and risks.
Process and oversee tax payment and deposit activities, ensuring accurate and timely compliance with regulatory requirements and managing refunds.
Respond to related tax correspondence including audits and notices, research issues as they arise, collect documentation and data required by external taxing authorities, review and analyze documents and data to ensure completeness, accuracy and compliance with regulations and OHSU’s internal controls.

International Tax Compliance & Reporting

Independently administer international tax compliance activities, coordinating with team members, and conducting complex research analysis to ensure adherence to applicable tax and immigration-related requirements.

Maintain nonresident alien tax compliance records and documentation for international employees, students, scholars, and visitors.
Administer tax treaty analysis, implementation, and compliance and maintain applicable tax software records and documentation.
Collect, review, and maintain visa, immigration, residency, scholarship, fellowship, and grant documentation to ensure compliance.
Ensure compliance with federal tax withholding, reporting, and recordkeeping requirements applicable to international employees, students, scholars, and visitors.
Prepare Forms 1042 and 1042-S and review payments to foreign nationals and foreign vendors for proper withholding and reporting.
Prepare, file, and maintain OHSU tax residency certificate.
Assist departments with questions related to international tax compliance.
Respond to related correspondence and research issues as they arise.

Regulatory Compliance & Reporting

Independently prepares, reconciles, files, and administers regulatory reports and related reporting requirements, ensuring compliance with federal, state, and other applicable regulations.

Prepare, reconcile, and file regulatory reports including quarterly and annual filings with federal and state regulatory agencies, maintaining accurate files and clear audit trail, ensuring compliance with reporting and timely filing of reports with authorities.
Gather reporting and information to support filings, ensuring compliance with federal and various state laws and regulations specific for the U.S. Census Bureau, U.S. Department of Labor, State of Oregon and other authorities as needed.
Conducts compliance audits, risk assessments and periodic compliance monitoring.
Process accurate and timely payments as needed and manage refunds.
Respond to related correspondence and research issues as they arise.

Compliance Monitoring, Audit & Bargaining Support, & Policy Development

Evaluate, maintain, and develop fiscal policies, guidelines, frequently asked questions, and procedures, collaborating with stakeholders across the organization, to ensure compliance with federal and state laws and regulations as well as OHSU policies and guidelines.

Evaluate fiscal policies, guidelines, procedures and business practices for efficiency, effectiveness, compliance, and continuous improvement, identifying and recommending changes to the Director as needed.
Support collective bargaining activities by providing research, analysis, and technical expertise during negotiations, assisting with implementation and administration of bargaining agreement provisions, and ensuring organizational compliance with applicable collective bargaining agreements, policies, and regulatory requirements.
Conduct audit readiness assessments, compliance reviews, and gap analyses to evaluate adherence to regulatory requirements, policies, procedures, and internal controls; identify areas of risk; and recommend corrective actions and process improvements.
Contribute to growing the organization’s knowledge and compliance in areas of tax and audit.
Propose updates to applicable policies, guidelines and procedures as needed to prevent and address areas of non-compliance and reduce risk.
Provide superior customer service to internal and external contacts.

Continued Professional Development

Participate in appropriate activities that enhance general knowledge of or ability to do assigned work including but not limited to: attend classes, e-learning classes, seminars, and other training forums; job shadow; attend staff meetings and other informational sessions; read vendor documentation, federal and states resources related to tax, or other sources appropriate to position; interact with peers and other employees to receive and disseminate information.

In a self-directed fashion, is responsible for keeping current with changes to federal and state tax law and related legislation, as well as changes to OHSU Code of Conduct, polices, union agreements, letters of agreement, and memorandum of understanding documents.

Required Qualifications

Bachelor’s degree in accounting, finance, or tax-related field, or equivalent education/experience.
Minimum 5 years of experience with tax compliance and reporting in federal and multi-state business taxes, specifically unrelated business income tax for healthcare, government, higher education, or nonprofit tax areas.

Skills and Abilities

Knowledge of federal, state, local, and international income tax compliance requirements.
Knowledge of accounting principles, tax reporting requirements, and internal controls.
Ability to research, interpret, and apply tax laws, regulations, and guidance.
Ability to analyze transactions and determine appropriate tax treatment and reporting requirements.
Proficient with Excel. Experience structuring large amounts of data into logical, thorough analysis.
Experience documenting assumptions and steps in work to provide detailed explanation and a clear audit trail.
Strong analytical, organizational, and problem-solving skills.
Ability to communicate technical information clearly to a variety of audiences.

Preferred Qualifications

Experience in a health care, governmental, higher education, or nonprofit environments.
Experience in Oracle EBS and SQL.
Knowledge of information reporting and compliance with Forms 1099 and 1042.
Knowledge of multi-state franchise, sales, use, and excise tax reporting.

This position is designated as Fully Remote which means all work is done from a home office with no expectation that the position be required to come to OHSU.
