Job Summary

Overall Purpose:

The Lead is responsible for overseeing the delivery, support, and ongoing evolution of a portfolio of enterprise applications, ensuring they remain aligned with business needs, technology standards, and operational requirements. The role provides technical and functional leadership across assigned projects, initiatives, and value streams, while acting as the IT Custodian for the respective application landscape. Working closely with Project Managers, Value Stream teams, business stakeholders, vendors, and technical teams, the job holder coordinates the planning, implementation, integration, and support of enterprise application solutions throughout their lifecycle. The role is accountable for ensuring the successful execution of initiatives, maintaining application stability and service quality, managing application-related risks and dependencies, and driving continuous improvement to support the Bank's strategic and operational objectives.

Key Responsibilities

The job holder will be responsible for:

Programme and Delivery Leadership

▪ Leading complex programmes, value streams, and initiatives from an IT perspective, ensuring alignment with business objectives and expected outcomes.

▪ Coordinating project dependencies, risks, priorities, and deliverables across multiple initiatives.

▪ Facilitating programme governance, planning, and status meetings with stakeholders and vendors.

Enterprise Applications Ownership

▪ Acting as IT Custodian for assigned enterprise applications, ensuring their effective delivery, support, enhancement, and lifecycle management.

▪ Overseeing application performance, stability, service quality, and continuous improvement.

▪ Ensuring compliance with technology standards, security requirements, and governance frameworks.

Stakeholder and Service Management

▪ Partnering with business stakeholders to identify opportunities to maximise the value of technology solutions.

▪ Driving effective communication and collaboration across business, technology, and vendor teams.

▪ Managing service delivery, incident resolution, maintenance, upgrades, and service level performance.

Team Leadership and Resource Management

▪ Providing technical and sectional leadership to internal and external resources across programmes and initiatives.

▪ Supporting resource planning, capacity management, capability development, and performance management activities.

▪ Acting as a key advisor to Project Managers and the Head on delivery, resource, and operational matters.

Financial and Performance Management

▪ Monitoring programme expenditure and ensure initiatives remain within approved budgets.

▪ Supporting budgeting and forecasting for applications, services, and related technology investments.

▪ Establishing and monitoring performance metrics to drive service excellence and continuous improvement.

▪ Ensuring accurate effort, capacity, and progress tracking in accordance with the Bank's delivery methodologies.

Innovation and Continuous Improvement

▪ Identifying opportunities to improve business processes, technology utilisation, and service delivery.

▪ Keeping abreast with emerging technologies, integration practices, and industry developments within financial services.

▪ Recommending enhancements and modernisation initiatives that support the Bank’s strategic objectives.

This position requires the ability to operate in a 24/7 environment and may include on call responsibilities.

In addition to the specific functions, management may assign more duties as required for the job from time to time.

Knowledge:

▪ Cost Management - Intermediate

▪ Enterprise Applications, Systems Integration and Application Lifecycle Management, Software Development Principles & Methodologies, including Agile ways of working, Bank’s IT Systems, IT Service Delivery processes, and the Bank’s structures, systems and processes - Advanced

Required Criteria:

Previous proven work experience of seven (7) years in an enterprise IT environment or a related area, three (3) years of which managing a team, project or initiative, and An MQF Level 6 Award in Computer Science, Information Systems or a related field.

OR

Previous proven work experience of nine (9) years in an enterprise IT environment or a related area, three (3) years of which managing a team, project or initiative

OR

Previous proven work experience of five (5) years in an enterprise IT environment or a related area, three (3) years of which managing a team, project or initiative and An MQF Level 6 Bachelor's Degree in Computer Science, Information Systems or a related field.

Desirable Criteria:

Possess certifications in Programme Management and Scaled Agile

Applicants are required to satisfy the Bank’s minimum eligibility criteria of four (4) O’Levels at Grade 5/C or higher, including English Language, in addition to any role‑specific requirements outlined above. This requirement shall not apply where applicants are already in possession of an MQF Level 6 Degree or higher.
