Senior Project Manager – Refinery / Industrial CAPEX Projects


Location: Rotterdam, The Netherlands (on-site)

Start date: December 2026 / January 2027

Duration: 12+ months

Hours: 40 hours per week


About the Role

For a major international asset owner in the refinery industry, STAR Specialists is looking for experienced Senior Project Managers to lead industrial CAPEX projects in Rotterdam.


You will be responsible for managing multiple projects, typically ranging from €5 million to €15 million, with a total portfolio value of up to €50 million.


Projects involve expansions, modifications and upgrades of existing industrial facilities. You will take full ownership of project execution, ensuring safe delivery within budget, schedule and quality requirements.


Requirements

  • Proven experience as a Project Manager in the refinery, petrochemical or Oil & Gas industry and EPC projects.
  • Previous experience working for a major asset owner, preferably within an operational refinery environment.
  • Demonstrated track record of independently managing multiple CAPEX projects valued at €5M or more, with full accountability for budget, planning and execution.
  • Experience managing multidisciplinary teams, engineering contractors and external stakeholders.
  • Strong leadership, communication and organisational skills.
  • Professional proficiency in English.
